For the import and sale of cosmetics, it is necessary to obtain a state expert opinion on the hygienic conformity of products. For many forms, it is also recommended to receive a letter of opinion from the Analytical Expertise Center (AEC) of the Ministry of Health of Azerbaijan confirming that the product is not attributed to medicinal products.
The hygienic examination is carried out by the Republican Center of Hygiene and Epidemiology of the Republic of Azerbaijan. Documentation and samples must be submitted for a hygienic examination.
Instructions for use should be presented in Azerbaijani, and labeling may be presented in Russian, English, Azerbaijani or Turkish.
The procedure for obtaining all the necessary documents for import and placement on the market takes about 1-1.5 months. As a result, an opinion is issued for a period of 6 months or until the expiration date of the product.
Monitoring of the safety of cosmetics (cosmetovigilance) in Azerbaijan is not described in legislation.
